I finally completed my purchase after 30 minutes of trying. I found that submitting and clicking checkout constantly, really helped. Good luck to anyone who is also having these problems.
Yup, that did it for me as well. Just kept hitting checkout button a bunch of times and it eventually let me place my order.

THIS IS THE EASIEST WORKAROUND I HAVE FOUND FOR THIS PROBLEM: I've been trying to check out for TWO days now. Calling the "customer service" at Walmart.com yielded "must-be-your-problem" responses, all 5 times. (I'm a hopeless romantic in all of Life's situations and apprently a slow learner.) First, clear/refresh your browser and make sure you are completely logged out of WalMart.com. Add the item(s) to your shopping cart and begin the process of checking out AS A GUEST. Once the transaction is completed AND provided that you use the same email (in your "guest" order) as your Walmart.com account, at the end of the transaction it will ask you if you want to save the transaction. Select "YES". It will then ask you to login to your Walmart.com account. Wah-lah! Order done! And for the record: I actually had a "customer service" rep suggest that I should go down to the local Walmart store and place the order there. Wow. Brilliant. Never thought of that........."Buehler. Buehler. Buehler."
I am getting the same error message today. The clear/refresh your browser didn't help.
SOLUTION: Use a Different payment method (paypal) or reenter credit card information. I used pay pal it worked.
I've been getting this same message since yesterday trying to check out under the photo dept. I couldn't try to do the "guest" check out because my photos are under my account. I did clear my brower's history, caches and cookies for IE and Chrome both and I tried doing the back button and clicking the continue to check out over and over and over agian. The only way I finally got past this was do download Mozilla Firefox. It finally took it when I used this browser. Hope this helps, I know it's frustrating. It was for me!
