This sites server uses a secure socket on port 443 and is still down at 3:10pm CST. I would assume it is a DoS attack but sometimes these problems are created from within as in the Amazon.com outage. If it is a DoS attack the Bank will have to move the server to another IP and push the updated.nfo to root DNS Servers.
