The site message says to use windows 8 which I refuse to do ...however I did try it on a machine with 8 and it still does not work.

I tried it on a windows 8 and a windows vista with explorer 9 and could not get it to work.
Same thing going on here. I am using IE8 which I never use because I prefer Chorme. Their live chat is not live and I have attempted to call them 3 times today after holding 30 minutes each time.
Who paid off the IT jerk at the USPS who set this up? Or was the web site updated by the same people who did healthcare.gov? Now, instead of doing my shipping from my desk, I have to write out the addresses long hand and got to the frigging Post Office to buy the postage! Welcome back to the 1980s. Of course I could load the non-working buggy Windows 8. No thanks.
