Unable to access my account online

I have not been able to access my account online for a week and keep getting the response: 

"Access Denied - You are unauthorized to access this resource"
 
What is going on? I am desperate to get this resolved as I rely 100% on online access as I am staying overseas for 6 months each and every year. I have tried to call 1-866-486-7782 but this number is not available to talk to an agent at off-hours and my time zone is 15 hours ahead of PST. I would love to receive an email from you to clarify the situation, please,

Talked to the bank today who adv me that Thailand has been shut out of the online banking by the bank due to threats of online fraud from this country. No alternative was offered by the bank and I may be forced to change my bank if I cannot make all the transactions that I need to make while overseas. None of my other banking or financial institutions seem concerned of this perceived threat, or perhaps they have developed ways to cope. Very bad for business.
