The TWC connection at https://apps.twc.state.tx.us/UBS/security/logon.do is saturated (again!) and refusing connections with SSL certificate errors or simply by timing out. This is has most often been a usage issue, although it might be due to and denial of service attack (unlikely).

I see this long standing problem as an oversight issue that has long been overlooked by DIR which should be vigorously addressed especially during these times of need or better yet prior to the times of need, when reliable communications are vital to all citizens, especially to applicants in need of benefits. 

Access to resources available to Texas citizens and residents that are available via packet switched networks do not cost us more in terms of vital resources; THEY COST US LESS. They allow us to save lives and money by accessing agency resources without having to drive to brick and mortar facilities to comply with state regulations and procedures. Provisoning these resources before, DURING (meaning now) and after emergencies should be efforted by the oversight agencies with greater expediency that what we are seeing in Texas.

Hint: To members of the user community relying on these connections, please know that peak usage drops at 5 pm on local servers, but remember, Texas has two time zones. If you are in the MST zone (El Paso county) try back at 4 pm and again at 5 pm local time.
