I can login and say I want to apply but after i put in my ssn and say i'm applying it asks me to put in my password again and once I press next it says i'm logged off.

Yep, this is exactly what happens to me every day.
Site keeps redirecting me to a "lobby" that does not ever let me into the TWC site. https://lobby.twc.state.tx.us/ui/
