I cannot get into the system to file it keeps repeating g to go to phone number then back to internet site then back to phone...what is wrong

Why is it that i dont have my profile through twc , when i answered all the questions and created my user and password ?I have been trying to logon and all it lets me do is enter user name ,password then it takes me to enter ss # twice then select yes if i am trying to file for unemployment then i go next and it ends there. WHY ? WHEN I CLICK ON MY PROFILE THERE IS NOTHING BUT A BLANK PAGE !!! Don't undersatnd it ! and i dont have a pin as well.
