Employee Response page down now for 5 days

I have a notice of application for unemployment benefits where I usually go to www.texasworkforce.org/ui/er.html to login and put in my info (I am the employer) about that claim.  That link redirects to:  https://apps.twc.state.tx.us/EMPRESP/security/logon  where SS and Key Code are to be entered.

I have been trying from 2 different computers, 2 different browsers, all hours of day and night for past 5 days.  I have no pop-up blockers or anything else that can prevent login. 

I enter login info and it comes right back to login screen, with no other action.  no error messages. 

This also happened a couple of weeks ago--it did this (non-responsive) for 2 days, then one day it suddenly worked and I was able to enter my info for that employee.   Now it has been down for at least 5 days.
