Cant log in says "website cant be reached, wont load any links"

I can not logon to TWC because I dont remember my username and password. I tried to create a new account and it says my SS# is linked to another account. I have been trying to get a hold of someone from TWC to help me get logged on so I can start the process but cannot get a hold of anyone. Please help!
