Cannot log in - Security Issue

getting this message all of a sudden:  The owner of apps.twc.state.tx.us has configured their website improperly. To protect your information from being stolen, Firefox has not connected to this website. CANNOT LOG IN BECAUSE OF IT, NOT SAFE ANYWAY
