Activated card and cannot update it to any auto pay sites it says card declined

Just like everyone else, my card is activated but when I try to use it, it just says declined. 

I am unable to use my new card or old card. Cannot pay auto payments, access money, or get anyone on the phone. Help!!!!

Same issue, card says activated but declined everywhere I'm trying to update online pay, i.e. Google pay, Amazon, etc
