No access to online log in

This looks to be a problem only for people outside the USA. The service has been down for weeks now. Can't access my account nor use my credit card because I can't pay the balance online. This is a real probem for anyone traveling outside the USA. Regions said they are working on the problem but not how long to fix it. How long could it take? Or have they just decided not to allow access to accounts while outside the country?
