Fails to load

Fails to load Page opens then fails to access the server while clicking on the menu's? Disconnect at the server, etc. Very frustrating and typical of Government related sites! Reads as follows- Normal false false false EN-US X-NONE X-NONE MicrosoftInternetExplorer4
