Unable to log in and unable to get a current list of my active accounts to add to Quicken

Have not been able to log into account. Keep receiving the following error: We're sorry. Citi.com is temporarily unavailable and You do not have permission to access this website on this server. Tried calling Citi several times and they do not know what they're doing. They were of no help AT ALL!
