Their "accoutonline" redirect backend is reporting from a traceback that their database quota is full.
They should start closing accounts for some of their customers to free up space. Oh, wait, they are already doing it by keeping the site down and making people switch to other banks! :) Go US Bank Cash Plus card. It's got more benefits, friendly service and their site is always up without stupid maintenance windows and database quota errors!
