Can't view statements or contact customer service thru website

Second time in a week that I can't see any statements/history can only view limited recent transactions.  Tried to contact customer service thru website and received the following error message:

Temporary Delay

  Feature temporarily unavailable.    We're sorry, but this feature is temporarily unavailable. Please try again later. If you continue to see this message, please call 1-800-374-9700 (TTY:800-788-0002) for further assistance. We apologize for any inconvenience and thank you for your patience.

I cannont use citicards.com link any more. I can only use: (https://online.citibank.com/US/JPS/portal/Index.do)which takes me to a usable login page. The only reason I got this was a Citibank tech looked it up for me after I waited 10 minutes.
