Cannot sign on... IE times out and Google Chrome says page not available.

Been trying to use my Bank of America bill pay for a week (since 8/24). Will now encounter late fees for bills as there is no time to mail. Think I'll return to a credit union I was a member of, they have better service and fewer fees. B of A recently charged me $12 for an incoming wire transfer of over $3500. They have stated that they would be concentrating on the 1 percent.
