using chrome and win 7. IE8 fails as well. Comcast is the provider.

Tried Chrome, FF, IE -- all fail. Guess that BoA bill-pay is *really* down right now . . . bummer
Barclays took over some parts of Bank of America. Your account may have been moved to Barclays, hence no longer being able to log into BOA. Try registering your BOA UPromise credit cards on Barclays website.
