Having same problem with free version. That you are also having this problem makes me want to shop around a little more before upgrading...
The weebly website is currently under maintenance while I was working on it, this does not happen occasionally, I read some news, and knew that they were gonna be doing so heavy maintenance and add some better features to the Website.
Weebly is awesome, I hope they fix it soon, it's not laggy like you explained either, I haven't been able to publish changes for quite a while now. ;/
