Won't let me purchase the items in my shopping cart

Every time I click on "Proceed to Check Out" the screen ghosts with a gray rotating circle, and puts me back exactly where I was.  I click on "Proceed to Check Out" and it does the same thing.  I've tried BOTH of the "Proceed to Check Out" buttons and it doesn't make any difference.  This is RIDICULOUS.
