Technical difficulty 1 hour guarantee after waiting 2 hours

After I waited 2 times for 2 hours total. I put in all of my information from my 1 hour guarantee receipt.. put in my credit card information because it doesn't cover all the tax apparently.. then it says Technical Difficulty and my cart is empty and I have to wait yet again?
