won't accept payment

Says it won't accept payment at this time and I even opened a new acct. in my partners name with the same outcome. This is happening to everyone. I haven't been able to use click and ship because of the website malfunctioning for 4 weeks. I believe it is a way to enhance revenue and earn the 20% extra for shipping at the post office. This is especially difficult for businesses like mine who ship often.
