keep trying to file online, then it tells me to call, then when I call it's constantly busy

I have tried to apply online it tells me to call, when i have tried calling at my allocated times, it is either busy or tells me that my call cannot be completed as dialed, the one time i got a prerecorded message and it says to apply online.
