Cannot log into account to pay bill

I've been trying to log in for a week now to pay my bill early however everytime I try to log in, I put in my log in information and then I get a white screen. For a few seconds the site will show like it's clocking but then it stops but the page never loads. I've never encountered this problem with any site before so it's very frustrating.
