This has been happening with me, as well -- unable to set/reset PIN (since I don't recall my "old" one); unable to access/setup username due to "inccorrect" information; unable to reach anyone helpful via telephone, although when I finally did reach someone after three hours, she said I "failed" some security questions, which made absolutely NO SENSE, and upon being escalated to another dept, I got disconnected. WTF? so much for bolstering and jumpstarting the economy.
