Been getting error messages for past 48 hours

I have been trying to log on to my credit card and keep getting error messages that the site is currently unavailable. I saw a post on another site that says Citibank just changed their password rules so no one's password is strong enough anymore. have to go to iPhone mobile app to change your password.
