cannot send mail; can receive only

when trying to send mail on my PC, get a message to complete an image puzzle at http://challenge.aol.com/en/us/spam.html, but this connection hangs up. On my I-Pad, the attempted sent mail goes to the Outbox with a message that connection with the served failed.
