Website either displays a menu bar or blank page

I've cleared my DNS cache and internet history, cokies etc. Also pressed "Ctrl" while pressing "F5" at the same time. Webpage either displays a horizontal menu bar with links that lead to another identical page or a blank page. Why can't I get this website to work? Norton Security says the site is safe. Another site I used to anylize it says the Website is UP and running. Is ANYONE else experiencing these problems or know how to fix these issues?
