ok, I just got it! Contacted AT&T via live chat.  Go to your settings, mail, email account.  Delete the account.  Then go back and add account.  All you will have to enter is your name and email address.  IMAP will automatically verify and finish it.  I immediately heard the sound for messages loading. Still got the pop-up "cannot get email" - closed mail app and reopened, then the pop-up went away.
