May 31, 2018... Same problem. I've tried from Firefox, Internet Explorer, Chrome on multiple computers, and from different logons, tried 3 different credit cards and paypay. and all give "Sorry, your transaction has been declined. Your transaction cannot be processed at this time with this payment type."
The pending charge shows up fine in my credit card accounts and I get an email notice "Pre-Shipment Info Sent to USPS, USPS Awaiting Item" for each try.
