I've had this problem on and off for a year now. one time i got it unlocked didn't work. Another time I tried the same payment I had tried a minute before, everything exactly the same, and it worked! There system is so ffffffffffffffffffed up, i cant stand it. Personally I blame the government forces trying to dismantle the usps, they are actively trying to make it unsuccessful.
