Cannot pay for my items and will not redirect to Pay Pal

I went through all of the steps to sign up for an account assuming that my checkout issues going forward in the redirect option to paypal was because I was under the guest option. After filling in all of the needed information 3 different times it continues to be unable to redirect me to paypal so that I may checkout and buy the items I have selected in my cart.
