Can't log-in to Citicards.com to make payment

Site is unavailable at present. It was available about 2 Hrs back but when I tried to make a payment it FORCED me to a Survey because the site ASSUMED that I am having Financial Problems as I missed last month's payment of a couple of Dollars !!! Impossible to make a payment without going through the "FORCED" and LENGTHY survey !! Only way to get out of survey is to log-out and then log-in again. But when you try to make payment it takes you right back to Survey !! Why CITI ... why ?? Why do you assume that I have financial problems because I missed one payment ? And after assuming such, Why.... Oh ! Why do you FORCE a lengthy survey on me ??? Fed up and Frustrated .
