Not NSA related.... http://confluence-networks.com has a notice about this. This notice is DIRECTLY related to this issue. It is being worked. It just takes time for DNS to propogate all around. Some can access it (thus their servers have the updated DNS) where others do not.
If you cannot access, try running an NSLOOKUP for www.usps.com . You should get an IP address (and some other names) in an authoritative or non-authoritative answer section. If you don't that's because your computer (and it's DNS server it's using) cannot find it. Others WILL get the IP address.
