can't login to pay bill

Can't login to credit card account to pay bill. Customer service says they have no access to my accounts right now "down for updates", call back in 4 hours. Did that already, still no access. If it's down for planned updates, why I didn't receive a warning that the site would be down. Call back later ma'am.
