Cannot checkout with PayPal been over a month!

I've been using Walmart to purchase my teens VM topup cards and always used my PayPal account to do so, starting in Jan 2013 I have not been able to do this, Walmart cancels the order then I have to use my Visa, so here I am trying that again now.
What is up with Walmart and PayPal?
