Logon results in webpage indicating "Temporary Delay"

Both standard webpage and mobile app (iPhone) access is inaccessible with message indicating "We're sorry. We are having temporary delays. Please try again later."
It seems that Citibank's definition of temporary is on the order of 2-3 months...
