can't log into citi credit cards, for the 3rd time in two months

When will the website upgrade be finished? Three different customer care reps advised me to try again after a few hours. Can't login, my user name gets changed (asterisks appear where ther should be characters), and after the password is entered, a "General Error!" message appears, or else the page times-out.
