This is just a "site down" report area. People post problems - likely no one listens. As far as I can tell there is no-one at AT&T or Yahoo to contact. I have another email address that I am moving to. Many of my clients use AT&T, and I can usually get them back up by trying different servers. Actually I have two (2) email addresses at AT&T. Both are set to IMAP servers. Incoming and folder sync work for both accounts. Outgoing worked for one account only. The other one was failing for "no folders" - then I tried a different email client, Thunderbird, and the failing account worked. But in the initial email client, the failure still occurs - and it has worked for 4 months. All the best.
