unable to log in to pay bill for several days (around Christmas till New Year 2013)

made multiple attempts to log into my Citicard account for several deays from several computers and have been unable to do so. Sometimes i get a: "website unavailable please be patient" or IE 'unable to connect to the website" type vague message. Never notified by CitiVisa... not easy to call from where i am in Africa.
