**Website is not down, its being attacked by your own computers**

Foreign cyber groups are owning your own computers with malware and other nasty stuff you get from clicking on bad links or going to bad websites. They become whats known as a botnet. These groups then use thousands of these compters to send garbage data and repeated requests for web access causing it to overload the web servers. The banks are not able to do much about it. Your ISP however can.  They can block owned machines by seeing these attacks coming from there network.  Learn how to keep your machines clean and what puts this type of malware on your computers is a good thing to learn. Its not just  antivirus, thats rarely a benefit, in fact i dont even use any form of it... You keep your machines clean by keeping your children from having admin rights and teaching them to stop clicking on links in youtube or facebook which go to webservers that bypass almost all known protection methods and own the machine. Yes i do cyber security at a bank.
