Adding to my original comment, I have contacted the TWC by phone. After waiting on hold for 30 minutes, I was told the web site was having "technical problems" and was asked if I could be put "on hold". "On hold" apparently means "being hung up on". When I tried to call back, the automated system kept routing me to what appears to be a COVID related message stating the phone system was experiencing a lot of calls, and that I should try and call back later, which then auto-disconnected me from the call.
