This "service" remains unuseable today. The Status page at https://www3.mtb.com/homepage/explore-the-m-and-t-bank-help-center/status shows that Online Banking and Bill Pay are both "Available", but successfully completing a transaction results in "System unavailable". 

I was on hold for almost 45 minutes before being able to speak to a representative. She could not tell me the problem, only that "it should be resolved by Monday at the latest."

Keep in mind that the Bill Pay service relies upon a 3rd party service. It is most like that 3rd party which is the root cause.
