Your best bet for anyone trying to make an EZ pass account for NY is, when your signing up && pick the Pay per trip selection, && add your bank info. It worked for me after trying 3/4 times to add my card. We'll see if I end up having to pay for my card "not being validated" but the way you guys are making it seem, I should expect charges pending which is complete bulls!*t lol but the easiest way is to just add bank info && ignore the right where it asks for you card info.
