Phone Lines & CARES Act Problems

When I was able to login, at 2AM, tells me to call the Tele-Serve, I call, and an error msg tells me that the call did not go through or is busy.  In addition, no options available when applying under  the new CARES Act for the change in qualifying persons such as self-employed, freelancers or contractors.  

If you ate attempting to file under the new laws I would wait until they have changed the website to accept the new qualifying people because if you do not then you will be stuck in a postion to where you are unable to get benefits or make changes or delete the application.
