I figured out the problem and solution. The system is working, the form and error message are misleading. When creating a new account, put ONLY ONE VEHICLE in the form, even though there is space for four. Login afterwards and ADD additional vehicles. This posting is not correct and can be removed. I'll contact e-zpass directly with this issue.
