Well, I was able to generate a couple Virtual Account Numbers using Firefox and a method I have used in the past, which is to simply go directly to the VAN address.
That is, I just copied the URL address from the frozen popup window and pasted it into Firefox. Interestingly, this did not work with IE8. Also, if I login to the accountonline Citi site with FF, I am continually asked for my password and can't launch VAN!

Everything works except the logout command, but that has always been the case for this method, even years ago, probably because the VAN was not really "launched". So I just close the browser. I can still login to the site afterwards even though the VAN logout was not really clean. Any remaining connection hanging on their end hopefully eventually times out and terminates.
