The error message, "A decoding error caused resource to stop being fetched. Please refresh the page and try again", happen to me also after update KB4503327 for build 1809 was installed. It effected both of my windows 10 machines simulatenously. Thes are older machines. Good news, window 10 "Accessories" maintains Explorer 11 and streaming works fine in Explorer 11, but not in Microsoft Edge. So far this is the only site where this problem is mentioned. Also works fine in Google Chrome.
