Cannot enroll in E-ZPass

Cannot enroll in E-ZPass. After submitting online application and clicking "Authorize", I get this message:
"We're sorry, the system is unavailable. Please try again later."
Tried using Google Chrome and Firefox. Neither worked. Same problem encountered 7 days ago.
