Same problem and my bank shows that transaction authorizations are going through, so their end is declining. They must have some kind of fraud filters set up which for some reason decline transactions based on some stupid assumptions. Mine might be because I"m temporarily out of the country and creating a label from abroad for someone at home to use and ship, so proximity? FFS it's frustrating!
